Let’s Go Learn Proudly Sponsors the 2025 Special Education Legislative Summit
Every July, special education leaders and advocates from across the country gather in Washington, D.C., for the Special Education Legislative Summit (SELS)—a powerful opportunity to shape the future of special education policy. Organized by the Council for Exceptional Children (CEC) and the Council of Administrators of Special Education (CASE), the event focuses on building equitable systems, strengthening the special education workforce, and improving outcomes for children and youth with disabilities.

Special education educators and advocates this year are dealing with a new federal administration which has implemented deep cuts at the Department of Education and called for an end to the department altogether. Federal funding for districts across America has been disrupted, with many grants getting delayed or cancelled. SELS attendees come together to champion change and leadership for for special education policies with members of Congress. As such, attendees receive training on how to conduct face to face meetings with politicians, and how to plan ahead.
A central theme of the 2024 summit was “Leading for Equitable Outcomes.” Presentations from the U.S. Department of Education’s Office of Special Education and Rehabilitative Services (OSERS) emphasized the need for evidence-based inclusive practices, expanded access to school-based mental health services through Medicaid, and improved transition pathways to college, career, and independent living. These themes will continue to be discussed this year.

Participants will also address the ongoing shortage of special educators and support staff, advocating for increased federal investment in teacher preparation and recruitment. Students with disabilities remain underrepresented in statewide assessments and overrepresented in disciplinary actions.
Beyond policy discussions, SELS equips attendees with practical advocacy tools, including how to effectively share personal stories with lawmakers to drive change. Whether in-person or online, constituent voices are the most powerful forces for influencing legislation. As the 2025 federal budget and election season unfold, the message from SELS is clear: now is the time to act, to lead, and to ensure that every student—regardless of ability—has access to a high-quality, inclusive education.
In 2025, SELS takes place July 13-16, offering a rich agenda filled with advocacy training, policy discussions, and networking opportunities. A highlight of the summit will be the Hill visits, allowing participants to meet in person with congressional offices, subject to the in-person policies of Congress.
